He remarked, "It's evident that Russia is rushing to resume dialogue as soon as it learns of cruise missiles." These remarks addressed recent comments about providing long-range missiles to Ukraine.

Diplomatic Moves and International Reactions

An ex- American diplomat, a foreign policy expert, observed, "Putin is trying to derail the progress toward increased sanctions on Russia." Fried continued, "The outcome will become clear tomorrow, but the likelihood of achieving a ceasefire by pressuring Russia to get serious appear to have diminished."

This situation came after the US president had in recent days been strengthening his language toward Moscow until the recent call with the Russian president, which the Kremlin characterized as "extremely frank and constructive."

EU Energy Sanctions and Market Impact

EU authorities have established a mandate for fuel importers into the European Union to demonstrate their fuels are not sourced from Russian oil, as stated in a document published on recently. This step is included in the European Union's upcoming prohibition on imports of refined products made from Russian crude, which forms part of its 18th restrictive measures against Moscow over its military actions in the region.

Financial experts observed that investment patterns appeared to be factoring in the potential end of India's purchases of Russian crude. Several oil processors in India are getting ready to cut purchases from Russia, with expectations of a phased reduction, as reported by sources knowledgeable about the matter.

"This represents a positive development for the crude oil price as it would eliminate a big customer of Russian crude," commented Tony Sycamore, adding that oil prices were stable on Thursday.

Security Situation and Infrastructure Strikes

A large-scale Moscow's drone and rocket attack targeted gas facilities in Ukraine's eastern regions on Thursday, resulting in outages in eight regions. Authorities in Ukraine stated that Russian forces deployed hundreds of unmanned vehicles and many of missiles, along with glide bombs.

"During this fall, the Russians use daily opportunities to attack at our power facilities," declared Volodymyr Zelenskyy, adding that attacks affected the regions of Chernihiv, Kharkiv, Poltava, northeastern Ukraine and western Ukraine.

Global Diplomatic Responses

Kyiv's representative to Washington, Olga Stefanishyna, asserted that Moscow demonstrated its true approach to negotiations through the "violence" of these attacks. "Russia yet again opted for weapons over talks, turning this assault into a direct setback to ongoing diplomatic initiatives," she said.

At the same time, the EU's top diplomat, Kaja Kallas, stated that the European Union had no choice but to strengthen anti-drone defences against Russian threats. She revealed a "plan" to prepare for potential security challenges by the end of the decade, featuring a new defensive network to be fully operational by the end of 2027.

This initiative, dubbed the "European drone defence initiative," is expected to start operations initially by the 2026 timeline and be completely operational by the following year. EU authorities aims to obtain the support of EU leaders at a summit in the coming days.
